From August 22 to 23, the Party Committee and the People's Government of Guangxi Zhuang Autonomous Region held an autonomous region industrial development conference in Liuzhou. Peng Qinghua, Party secretary of Guangxi Zhuang Autonomous Region and chairman of the Standing Committee of the People's Congress of Guangxi Zhuang Autonomous Region; and Chen Wu, chairman of the People's Government of Guangxi Zhuang Autonomous Region delivered speeches at the conference. Chen Jiwa, chairman of the CPPCC Committee of Guangxi Zhuang Autonomous Region, was present. Liu Lihua, vice minister of industry and information technology, was also present and spoke at the conference. Yan Ping, chairman of Yuchai Group, attended the conference.

The Party Committee and the People's Government of Guangxi Zhuang Autonomous Region have recently released the Decision on Stepping up New Industrialization and Achieving Leapfrog Development, calling for all-round efforts to advance "Project 1131" and "Ten Action Plans", achieve a gross industrial output value of over 3 trillion yiuan in three years, over 5 trillion yuan in 5 years and over 10 trillion yuan in 8 years, raise the ranking of industrial aggregate in the country, optimize the industrial structure and layout, and improve development capacity, thus forming a new industrial pattern in which traditional industries are upgraded comprehensively, the proportion of advanced manufacturing keeps increasing, emerging strategic industries grow rapidly, large-sized enterprises stand upright and small & medium-sized enterprises are widespread.

Peng noted in a speech that Guangxi's greatest potential and hope is industry in order to achieve the goal of building a moderately prosperous society in parallel with the rest of the country. Industry must play a pivotal role in the process. To upgrade Guangxi's economy, great efforts must be made in the main field of new industrialization. With good opportunities, favorable geographical location and the people's strong support, Guangxi will achieve a leap in new industrialization at the new starting point.

Chen made arrangements for the all-round advancement of the leapfrog development of Guangxi's new industrialization. He called for attention to scientific planning and coordinated development, structural optimization and upgrading, innovation drive, eco-civilization, enriching the people through industry and endeavoring to open up a road of modern industrial development with Guangxi's characteristics. He required that efforts should be made to finish key tasks such as transforming and upgrading traditional industries, developing modern manufacturing, fostering and developing emerging strategic industries, developing the farm product processing industry, boosting the development and growth of various enterprises, advancing the development of industrial parks and perfecting the modern industrial layout. Also, he called for efforts to steadily advance modern industrial development on the basis of 1,000 key projects for accelerating industrial restructuring with an investment of over 100 million yuan each.

The conference awarded "Guangxi's Competitive and Strong Enterprises" and "Guangxi's Advanced Entities in Industrial Development" in 2012. All cities in Guangxi submitted letters of responsibility for "Project 1131".

During the conference, Yan participated in a panel discussion about Guangxi's industrial leap, visited and investigated Guangxi Liuzhou Iron and Steel (Group) Company, Liuzhou Yanghe Industrial Development Zone and Liuzhou Auto City to find out the situation of Liuzhou's industrial development.
