On March 31, 2014, the Ministry of Science and Technology (MOST) released the "Notice of the Ministry of Science and Technology on Announcing the List of 2013 Innovative Talent Advancement Program" on its website. Lin Zhiqiang, chief engineer of Yuchai Machinery Co., Ltd., was listed among the "Young and Medium-aged Technological Innovation Leaders".
According to sources, MOST launched the "Innovative Talent Advancement Program" in December 2012. Consisting of four parts: "Young and Medium-aged Technological Innovation Leaders", "Innovative and Entrepreneurial Talents", "Innovative Teams in Key Fields" and "Innovative Talent Training Demonstration Bases", the program is an integral part of the "National High-level Talent Support Program", also known as the "10,000-Talent Program". The selection focused on high-level talents with the competence of technological leaders and the capacity for team organization, especially young talents with the prospect of major innovation and huge potential. Upon procedures such as application and recommendation, review, preliminary evaluation, inquiry & reply, comprehensive evaluation and publicity, a total of 267 entrants from across the country were listed among the "Young and Medium-aged Technological Innovation Leaders", including 5 from the machinery industry. Lin was the only listed from the engine industry and Guangxi this year.
In 2004, Lin boldly undertook Yuchai gas engine project; in 2005, he was in charge of Yuchai's product performance development and proposed a new combustion development theory. Remarkably, he worked out a complete combustion development process in national III and IV engine development thus substantially shortening the cycle of combustion development. From applying numerical optimization in engine calibration to building the YCEDP R & D system, he has kept making technical innovation. He won the "China Outstanding Auto Technology Talent Award" in 2010, was recruited as an expert for "clean combustion technology R & D and industrialization" in Guangxi in 2011, and was listed among the 16th group of second-level talents for Guangxi's "New Century Talent Program" in 2013.
