On January 21, Yuchai Group held a seminar on "second startup" at the headquarters to discuss the scheme and policy of "second startup" and review the plan for Yuchai New Industrial City. Present were Yuchai's senior executives and chief leaders of subsidiaries (departments). Feng Xiangying, member of the Standing Committee of the CPC Yulin Municipal Committee, vice mayor of Yulin City and executive deputy commander of the Work Headquarters of Yuchai New Industrial City Planning and Construction, was invited.

Since launching the plan for Yuchai New Industrial City in October 2013, the CPC Yulin Municipal Committee, the Yulin Municipal People's Government and Yuchai have fixed the points involved in the plan, determined the area on the east of Yulin-Tieshangang Highway as the site of the new industrial city with a planned area of some 10,000 mu, conducted special studies, implemented the strategic arrangements of the municipal committee and government, and conducted three-level mobilization to unify the thought of all staff. After discussing and studying the development mode and planning scheme of the new industrial city, reviewing and modifying the plan design scheme, Yuchai has completed the first draft of the plan for Yuchai New Industrial City.

According to the plan, Yuchai will, with "second startup" as the opportunity and new industrial city construction as the important carrier and content, keep optimizing the engine industry chain, deploy and adjust sectors like petrochemical, logistics, parts and construction machinery, conduct overall planning of the financial industry platform for resource construction, constantly deepen Yuchai's industrial revolution through diversified industrial operations, comprehensively push forward reforms and innovations in system, mechanism, operation, management, product, technology, financing, talent and salary, and advance corporate transformation and upgrading.

The seminar required that efforts should be made to launch formulation of the outline of Yuchai's second startup, adjust and revise Yuchai's strategic plan. Yan said, "second startup" is a major move of the CPC Guangxi Zhuang Autonomous Region Committee, the People's Government of Guangxi Zhuang Autonomous Region, the CPC Yulin Municipal Committee and the Yulin Municipal People's Government to help Yuchai accelerate corporate transformation and upgrading in the macroeconomic context of national and industrial transformation and upgrading, a strategic choice of Yuchai to meet future challenges and the fundamental way of Yuchai to enhance its core competiveness; also, it is the ardent expectation of Yuchai for performing the mission, living up to the great trust, carrying forward the spirit of Yuchai, expanding Yuchai's business and building an international enterprise.

He said, "second startup" should first make clear the guideline, should be oriented on market, be driven by reforms, center on talents and be based on talents, should renovate systems, enhance management, integrate resources and optimize structures to accomplish transformation and upgrading. All business sectors should unify understanding, renovate ideas and reach consensuses; should be proactively, be bold in assuming responsibility and face up to challenges; should enhance horizon, enhance cooperation and advance "second startup" in coordination; should learn outstanding practices, work hard and develop businesses passionately. Besides, in the face of development opportunities, efforts should be made to accelerate project advancement and bring in outstanding talents from abroad to build a professional team and practically advance key projects.

At the end of the seminar, Feng said, the debriefing showed him the talent of Yuchai's team and its positive mental outlook in entrepreneurship. Since Yuchai New Industrial City was proposed in October, the Yulin Municipal People's Government has done a lot of work, including establishing a work team led by the mayor, defining the scope of land acquisition and the scheme of land acquisition and housing demotion funding, etc. The municipal government will make great efforts to build Yuchai New Industrial City, and hopes that Yuchai will intensify terminal product R & D and comprehend the spirit of the Third Plenary Session of the Eighteenth CPC Central Committee to grow stronger.
