On November 9, the Party Committee of the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) convened the Seminar of the Central Publicity Group on Studying and Implementing the Guiding Principles of the Fifth Plenary Session of the 19th CPC Central Committee within the state-owned asset system. Hao Peng, member of the Central Publicity Group, Director, and Secretary of the Party Committee of the SASAC delivered the report. State-owned enterprises watched the seminar through videoconferencing. Li Hanyang, Secretary of the Party Committee of Yuchai Group, the group's department heads and backbone Party members listened to the report at Yuchai. 

Hao Peng elaborated the new characteristics of the strategic opportunities during the 14th Five-year Plan, the essence of the Proposals for Formulating the 14th Five-Year Plan (2021-2025) for National Economic and Social Development and the Long-Range Objectives Through the Year 2035, the long-range objectives through the year 2035, the goals of the 14th Five-Year Plan, and guiding principles. He said the proposals deliberated and approved at the Fifth Plenary Session of the 19th CPC Central Committee are important outcomes produced under the leadership of General Secretary Xi Jinping with the wisdom from the Party and the whole society, which depicts the development blueprint of China in the new stage. It is of great significance. 

Hao Peng stressed that in the critical stage at the end of the 13th Five-year Plan, the state-owned asset and enterprise system, under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, should step up the "Four Consciousnesses", strengthen the "Four Confidences", ensure the "Two Upholds", deeply put into practice the guiding principles of the Fifth Plenary Session of the 19th CPC Central Committee, make practical efforts according to the standards and plans, scientifically comprehend the new characteristics and requirements in the new development stage, thoroughly implement the development ideas, accelerate the construction of the new development paradigm, steadily impel the supervision on the development reform of state-owned assets and enterprises and the Party building, steadfastly strengthen, optimize, and enlarge state-owned assets and enterprises to make a good start for the 14th Five-year Plan. 

This seminar introduced simple but profound content , helping Party members and cadres have a deeper and comprehensive understanding of the guiding principles of the Fifth Plenary Session of the 19th CPC Central Committee. Yuchai's Party members and cadres said they will carefully study and implement the guiding principles of the Fifth Plenary Session of the 19th CPC Central Committee, transfer them into common knowledge and firm actions, do solid and practical work, and continuously promote new development of state-owned enterprises.

Previously, in order to study the guiding principles of the 19th CPC Central Committee at the fifth plenary session, the Party Committee of Yuchai Group organized a meeting with heads of grass-roots Party organizations on November 6 to study and discuss key work on Party building, cultural publicity, and team building, and promote the innovation in various work through the guiding principles.

At the meeting, Jiang Fei, Secretary of the Party Committee of Guangxi Yuchai Machinery Co., Ltd. explicated how to comprehend the guiding principles of the Fifth Plenary Session of the 19th CPC Central Committee based on the Communique of the Fifth Plenary Session of the 19th CPC Central Committee.

At the meeting, concrete requirements on the implementation of the guiding principles were proposed. First, have a fully clear understanding of the circumstance, tasks, and challenges for the company's development based on the summary of the fruits and experience during the 13th Five-year Plan ; second, give full play to the leading role of planning in business, scientifically and practically prepare the 14th Five-year Plan of each department to guide and guarantee the work for the period ahead; third, during the 14th Five-year Plan period, strengthen the ideological publicity and education, vigorously propel the building of talent team and corporate culture; fourth, strengthen the benchmarking learning in various areas and the fulfillment of post responsibilities, focus on reform and promote the all-round transformation and upgrading of the enterprise.

All grass-roots Party organizations were required to take measures like "three meetings and one class" and the Party building publicity corridor to strengthen the implementation and study of the guiding principles of the Fifth Plenary Session of the 19th CPC Central Committee. Yuchai Group should fully recognize the important realistic significance and far-reaching guiding significance of the Fifth Plenary Session of the 19th CPC Central Committee, practically align the thoughts and actions with the guiding principles, devote to the new journey of the 14th Five-year Plan with a more energetic spirit and more solid work style, strive to realize the objectives to take the first place in the domestic industry in 2025 and become a world-class enterprise in 2030, go all out to ensure the victory of poverty alleviation, the building of a moderately prosperous society in all aspects, and the realization of the first centenary goal as planned, and make due contribution to fully building a modern socialist country. 

At the meeting, they also studied the important instructions of General Secretary Xi Jinping at the opening ceremony of the 2020 Training Class for Young and Middle-aged Cadres at the Party School of the Central Committee of CPC (National Academy of Governance) in the autumn semester, and relevant key points of the Counterespionage Law, and arranged the recent work on petition letters and visits, and stability maintenance.
