From February 6 to 10, Wen Jiabao, premier of the State Council, presided over the fifth seminar in Zhongnanhai, soliciting public opinions and proposals on the Government Work Report (Draft). As an enterprise representative, Yan Ping, chairman of Yuchai Group, headed to Beijing for a seminar on 2011 Government Work Report held by the State Council on February 9 and 10. Yan made a proposal on the report, and briefed Premier Wen and leaders of the State Council and relevant ministries and commissions on the development and planning of the machinery industry.
At the seminar, Yan introduced Yuchais concrete measures for implementing the scientific outlook on development, advancing reform innovation and adjusting the industrial structure under the wise leadership of the Party committees and governments of the autonomous region and Yulin, in the context of severe domestic and overseas economic situation and fierce market competition in recent years, reported Yuchais strategic plans for consolidating six industrial sectors and building an enterprise with annual sales of RMB 100 billion, and made the following proposals on promoting the sustained and healthy development of Chinas internal combustion engine industry: 1. Relevant state departments should examine and approve new engine investment projects from the perspective of overall industrial development. 2. Attention, support and guidance to the internal combustion engine industry should be further intensified. In particular, core parts R & D should be included in national strategies to change the situation of domination by Western countries as soon as possible. 3. The State should continue taking effective measures to ease enterprises burdens. 4. To narrow the gap between the eastern and western regions and promote the harmonious development of Chinas economy and society, the State should preferentially approve industrial distribution and project initiation in the western region and regions of ethnic minorities.
As a deputy to the National Peoples Congress, with a strong sense of responsibility and the awareness of participation in and deliberation of state affairs, Yan made proposals to Premier Wen on some issues of social management, noting the State should pay attention to the continuity of policies for business development of the machinery industry, pay attention to technical breakthrough in basic equipment, intensify accountability of major security issues, intensify environmental protection including river, lake and sea treatment and water loss and soil erosion control, and pay attention to undesirable phenomena such as the grass-roots level value official achievements above solid work.
Economic conditions in January and the first quarter are worthy of attention, said Premier Wen, requiring enterprises to act promptly as earlier and fine adjustments to macroeconomic polices will start from the first quarter. Vice Premier Li Keqiang was concerned about Yuchai, asking Yan about Yuchais business operations. Vice Premier Hui Liangyu said he was impressed by Yuchai and spoke highly of Yuchais work.
Among the eight entrepreneurs attending the seminar were Yan of Yuchai and others from China Shenhua, FAW, China Merchants Bank, Fujian Panpan Group, Anhui Conch Cement, Shanghai Greenland Group and Guangzhou PCI Group. They reported respective corporate operations and made proposals on industrial development. Premier Wen answered questions from the entrepreneurs.
In the end, Premier Wen thanked the entrepreneurs for their concern about and support for government work, saying their precious opinions and proposals are of great help to amending 2011 Government Work Report (Draft) and improving government work, and the State Council will deliberate on and assimilate these opinions and proposals.
