Economic development should not be at the expense of environmental destruction. Technical innovation is the key to making China beautiful. Vehicle emission is a national and global problem. Third fourths of China's annual freight volume is contributed by trucks powered by diesel engines. The huge market inventory of such trucks has led to the heavy consumption of oil resources. The internal combustion engine industry is a key energy consumer that has created the hugest potential for energy conservation and emission reduction. China's fuel consumption is around 15 percent higher than foreign level, but China's emission standards are one or two levels lower than foreign emission standards, thus energy conservation and emission reduction has become the only way to accomplish the sustainable development of a country. Yan suggested that the State should formulate the policies of energy conservation and emission reduction, take emission control and upgrading in the whole country and industry as the basis, and take the emission regulations and policies specific to commercial vehicles as the work emphasis.
