On March 23, the 2nd Session of Yuchai's 17th Workers' Congress was held at Yuchai's headquarters. Healthy business development and construction of workers' livelihood were the focuses of attention at the congress.
Present were members of the presidium including Chairman Yan Ping and President Gu Tangsheng of Yuchai Group and Wu Qiwei, general manager of Yuchai Machinery Co., Ltd. (Yuchai Machinery), as well as over 700 worker representatives from Yuchai's subsidiaries. Lu Daodong, Party secretary and vice chairman of the Yulin Federation of Trade Unions extended congratulations and delivered addresses. Guo Deming, deputy Party secretary of Yuchai Group, presided over the congress.
Transform management idea, promote healthy development
Yan first acknowledged the achievements that the operating bodies of Yuchai Group and Yuchai Machinery have made over the year. Over the year, amid the market slump, the operating bodies have strengthened internal control, refined management, and intensified quality management and team building, thus further extending the lead in the industry, he said.

He generalized the operating bodies' achievements as eight highlights: the system of Yuchai group rose and the system of Yuchai Machinery continued to develop healthily; the scale of key project construction and foreign cooperation was expanded; the enterprise made new progress and achieved new results in technical innovation, and significantly enhanced its core competitiveness and capacity for sustainable development; the lean activities further raised the level of corporate operation management; the rectification of cadre style was deepened continuously; the impact of corporate culture was extended from inside to outside; workers' livelihood was improved to promote the harmonious development of the enterprise; the national business distribution was wrapped up and the strategic projects were advanced smoothly.
The just-concluded NPC and CPPCC had no longer taken GDP as the only yardstick for social development. The enterprise's development experience has shown that we should pay more attention to healthy operations and sharpen core competitiveness to accomplish sustainable development, Yan stressed.
Pay attention to workers' livelihood: do as many good and concrete things as possible for workers
Nearly one third of Yan's report focused on workers' livelihood.
Despite difficulties such as order insufficiency and sales fall over the year, Yuchai continued to put workers' livelihood in an important place of business work, launching livelihood projects like coal yard relocation and low-income housing construction, amply rewarding an array of high-skill talents and technological experts, and appropriated 10 million yuan as worker allowances.

Yan promised that the enterprise would cut expenditures on reception and intensify workers' livelihood guarantee in 2013. The enterprise should ensure that workers are not laid off and that common workers' wages and basic benefits remain unchanged; should follow up coal yard relocation and bridge archway reconstruction to further improve Yuchai's peripheral environment, and step up efforts to address the problem of the land for low-housing building construction in the industrial park, the land for the construction of Yudong New Area and the land for the community housing Yuchai's technological staff in Nanning; should safeguard workers' right to participate in corporate management, create conditions for workers to voice their opinions and listen to their voices in earnest; and should create jobs for workers' children, pay close attention to workers' health, safeguard the rights and interests of female workers and serve retired workers.
The enterprise should continue to implement the concept of human orientation and livelihood first, do as many good and concrete things as possible for workers, and practically safeguard their basic interests to make them benefit more from the developments of the enterprise, Yan said.
At last, Yan noted that "Yuchai is our home", all the staff of Yuchai must maintain a sense of crisis, build the confidence of victory, stay in solidarity, make innovation and boldly bear heavy duties to promote the healthy development of the enterprise.
