With the approval by the State Council, assistant to general manager and chief planner of Guangxi Yuchai Machinery Co., Ltd. Zhong Yuwei and vice chief of the Equipment Plant Chen Jinyuan were qualified to receive the 2008 State Council Special Allowance. Recently, each of them received 20,000 Yuan tax-free allowance from central government. Previously experts and technicians of Yuchai that had enjoyed the allowance included Zhong Yongfang, Shen Jie, Zuo Bin and Gan Wen.   

Being an outstanding representative of technicians, Zhong Yuwei promoted the independent R&D and capacity upgrade of diesel engines. He had made breakthroughs in several fields such as new products R&D, improvement of products design, technology management and others. He  played a critical role in helping Yuchai develop a comprehensive product structure with 13 major series of light-, mid- and heavy-duty diesel engines from one single series that is huge contribution to the engine industry of China . Zhong Yuwei was titled the Outstanding Expert of Guangxi Zhuang Autonomous Region in January 2008.

Chen Jinyuan was an excellent representative of high-skilled employee. From a fitter trainee to the king of moulding, he constantly improved his moulding skills along with the growth of Yuchai. In 2004, with a cost of 1.5 million Yuan his team successfully made the moulds in 3 months that need 8 months and 19 million Yuan in other countries. The team headed by him developed and produced the moulds for State IV and Sedan diesel engines. It filled the gap in domestic manufacturing industry.  

The allowance was set up by the CCP central committee and the State Council in 1990. Its receivers were selected every 2 years from experts, scholars and technicians that have made outstanding contributions. Since 2008, the high-skilled talents have been included into the selection. According to report, a total of 35 talents in Guangxi were given the 2008 State Council Special Allowance.
