On a breezing spring day the reporter come to the Yuchai Industrial Park and found that the Yuchai Casting Center construction site was very busy. The reporter found that Yuchai Industrial Park was taking the advantage of the study and practice of the Concept of Scientific Development to make innovative service and speed up the construction of the on-going projects. Up to now, all of the 15 projects inside the park have been started working and the construction processes are being accelerated. 

Three promises are set up by Yuchai Industrial Park as the service concept. They are: heartfelt care should be shown to the development of enterprises; the commitment to the projects should be fulfilled with sincerity; and help should be offered to solve the difficulties of enterprises. In combination with the present study and practice of the Concept of Scientific Development, the management team of the industry park organized a study and a careful research to reach consensus among CCP members particular the leaders of CCP organizations, on the three promises. The team firmly stays on the activity of to serve enterprises and advance the projects that was proposed by the city CCP committee and city government. It speeded up the construction of the infrastructures and the constructions. Up to now, the main bodies of the 110KV transformer substation and the 220KV transformer substation that cost 300 million Yuan have taken shape and two arteries that cost 50 million Yuan have broke ground. Additionally, the constructions of 4 km roads, 10 km drainpipe, 3 km water pipe, as well as 4.7 km 10 kV double circuit power supplies are finished. The improving infrastructures offered substantial conveniences to the construction and development of the projects inside the park.

Besides the three promises, Yuchai Industrial Park establishes the three zeroes service concept. The three zeroes are: zero delay in handling the application and approval processes for enterprises, zero distance in drop-in service to enterprises, and zero complaint from enterprises. Under the help of the thoughtful service of the park management team, 1.75 billion of the projected investment of the total 2.434 billion Yuan has been pumped in to the on-going 13 projects. A total of 938 million Yuan has been injected to the 11 technical upgrading projects. The 1^st phase of Yuchai Casting Center with an investment of 960 million Yuan and an area of 1,000 mu is moving forwards as its imported equipments are already purchased. Its main plant will be completed in June and put into trial in December. The Yuchai engine parts assembly projects with an investment of 160 million Yuan and an area of 122 mu that is funded by Yuchai Machinery & Electronics Co., Ltd. and involves packing, warehousing and distribution is close to completion.

Following the filter project of Yuchai Huayuan Machinery Co., Ltd that has an investment of 170 million Yuan and an annual capacity of 2 million filters for diesel engines, the engine crocks project of Yulin Jiayi Machinery Co., Ltd and the project of construction machines parts of Yulin Yilong Machinery Co., Ltd have been completed and put into production. As for other projects, the small-bore diesel engine project of Yulin Power Co., Ltd. with an investment of 190 million Yuan was put into production in March and the main workshop of the special processing for 6M diesel engine with an investment of 160 million Yuan is in the installation stage.
