The first meeting of the 16th Conference of Representatives of Workers of Yuchai Group was opened at the Yuchai Culture Center i n the morning of February 16 . 728 representatives of workers, on behalf of every unit of Yuchai, along with 15 guests, attended the event.  

Yan Ping, Li Tiansheng, Gu Tangsheng, Zhang Jiasha, Liang Ping and other high level managers attended the meeting. Zhang Jiasha, the Party deputy secretary of Yuchai Group hosted the meeting. Deputy Secretary of Yulin municipal Party committee Liu Zifu, deputy secretary general of municipal Party committee Li Jun, director of Yulin SASAC He Faxian, vice chairman of Yulin municipal Federation of Trade Unions Yang Fawei attended the meeting and extended their congratulations. At the meeting, deputy secretary of Yulin municipal Party committee Liu Zifu made an important speech and Yang Fawei made the opening address.

Liu Zifu said: 2008 was the 1^st year of implementing the strategy of to grow Yuchai by strengthening Yuchai and it marked the success of Yuchai in the completion of mission and fighting against challenges. During the year, Yuchai implemented the strategy of to grow Yuchai by strengthening Yuchai and achieved the goal of to build another Yuchai in 3 years with a sales income of 20.988 billion Yuan that was 14.32 annual increasing despite the financial crisis. Its a huge achievement at the tough time. The Yulin municipal Party committee and government highly appreciated it. 2009 is a critical year of the 11^th Five-Year Planning. Yulin city has been enforcing the three-year scientific development plan. As the backbone of Yulin industry, Yuchai has the responsibility to promote the economy of Yulin. To grow Yuchai by strengthening Yuchai is the strategy of the Party and government. For this year and an even longer period, the Party and government of Yulin will further strength the strategy, solve the problems come out from Yuchai with the support of the whole city, and create a better environment and service to help Yuchai.   

Yan Ping made an important speech at the meeting. He briefed the work of 2008, saying that the huge changes of domestic and international markets in 2008 posted both challenges and difficulties to Chinese enterprises. Staying on the core value of green development and win-win in harmony, the whole staff of Yuchai carried out the strategy of to grow Yulin by strengthening Yuchai, streamlined the internal management, adjusted strategy in adapting new changes in the market and grew to a record high. In 2008, Yuchai Group scored 8 remarkable accomplishments. They are: 1. achieved  the goal of to build another Yuchai in 3 years; 2. took an active role in assuming the corporate social responsibility; 3. established the Board of Directors of Yuchai Group, the new manager team and Party Committee and Party Discipline Inspection Commission of Yuchai Group; 4. speeded  up the process of financing and cooperation, as well as the reform of property rights system; 5. doubled  the R&D effectiveness; 6. upgraded the quick response capacity; 7. fostered  the harmonious corporate culture; 8. lifted the image of the company dramatically.  

Yan Ping credited these accomplishments to the joint efforts of the whole employees. On behalf of Board of Directors and management team, he expressed his heartfelt thanks and highest respect to all staff.  

He pointed out that, while being satisfied with the accomplishments, we had to keep a clear mind on the severer difficulties and challenges. In 2009, the impact of financial crisis might spread and deepen and the economy may slow down. Therefore, we all should work hard to turn the adversity into opportunity and find an appropriate method to fight against the crisis.  

He analyzed national economy, industrial market and challenges and opportunities of 2009 that Yuchai Group is going to deal with. Yan Ping added that the works for 2009 are: the sales revenue target for the next 3-5 years is 3555 billion Yuan, and for 2015, is 80 billion Yuan; the goal of human resources development is to train team-oriented, three-dimensional, professional and international staff; the objective of R&D is to have the independent innovation capacity and build a world class engineering research institute; the goal of corporate culture is to create an inclusive, open and advanced culture; the target of the brand is to build a world famous brand.

In order to achieve the goal, he outlined the development guidelinesto grow internal strength and external power for development. He explained that the focus of 2009 are: set up strategic management system, improve the internal industrial structure, explore  the funding channel, foster human resources; broaden the ties with auto OEMs to fight the crisis; form core competitiveness and escalate the brand of Yuchai; march toward the internationalization to continue export growth; establish friendly, trustful, fair relationship ties with suppliers to fight the market crisis together; tighten the capital using, seek a suitable time for listing on the stock; accelerate the building of management team and improving the quality; boost the technical training to build innovative labor force; strengthen the internal strength to enhance the overall management; increase the adjustment of product structure and reserves of new technologies; continue the cost saving project to control the budget and contract the non operational investment to maintain a sound and risk free development; improve the safety management, and create  a harmonious environment for development; innovate work mechanism and system; take the corporate responsibility to upgrade the soft strength of corporate culture; and put the safety as top priority .

Yan Ping said: looking into the future, we have a long way to go, but we have full confidence! The more difficult the time is, the more untied we have to be to get over difficulties together. Yuchai will certainly seize the opportunity to obtain the victory. Yuchai will revitalize in the reshuffle and build to be a large international corporation.

After the speech of Yan Ping, the representatives discussed and approved following documents: the work report of the presidents team by president of Yuchai Group Guang Tangsheng, work report of general managers team by general manager of Yuchai Machinery Co., Ltd. Li Tiansheng, financial report of Yuchai Group by the chief accountant Wang Hong, financial report of Yuchai Machinery Co., Ltd. by Qin Xiaohong. The chairman of Trade Union of Yuchai Group Rao Yingxian reported on the inspection of 2008 collective contract performance. Deputy Party secretary of Yuchai Machinery Co., Ltd. Guo Deming reported on the fulfillment of the proposals of the  third meeting of 15th Conference of Representatives of the Workers and the proposals collection of the first meeting of 16th Conference of Representatives of the Workers. Deputy Party secretary of Yuchai Group Zhang Jiasha briefed on the situation of workers representatives appraisals on leadership.   

In the afternoon, workers representatives had discussions in groups.
