At 8 a.m. February 26, the magnificent national anthem resounded through Yuchai Culture Center, were the 3rd Session of the 16th Yuchai Workers Conference was staged. The conference brought together 758 staff delegates, invited delegates and nonvoting delegates to exchange ideas on social development and harmony and offer advice on the accomplishment of Yuchais objective of RMB 40 billion in 2011 and RMB 100 billion at the end of the twelfth five-year period. Liu Zifu, deputy secretary of the CPC Yulin Municipal Committee; Lu Daodong, secretary of the Party Leadership Group of Yulin Federation of Trade Unions; He Faxian, director of the State-owned Assets Supervision and Administration Commission of Yulin were present. Liu delivered a speech, and Lu addressed the conference. Yan Ping, chairman of Yuchai Group, made a speech entitled Cultivating Advantages and Making a Good Start in Celebration of Yuchais 60th Anniversary.

In the speech, Liu spoke highly of Yuchais development in the eleventh five-year period, and raised ardent hope and requirements for Yuchais future development. He said, In the eleventh five-year period, Yuchai not only achieved the grand goal of building a new Yuchai in three years through technological innovation, quality improvement and cultural innovation, but also made a brilliant achievement of building two and a half Yuchais in five years to make a remarkable contribution to Yulins reform and development. In the twelfth five-year period, Yulin is on a new starting point. As a banner for Yulins industrial development, Yuchai shoulders the heavy duty of promoting the better and faster economic and social development of Yulin more vigorously and effectively, and bears the expectation of over 6.5 million citizens. The municipal committee and government pins great hope on Yuchais further development, and will further the strategy of invigorating Yuchai, boosting Yulin and continue to pool the efforts of the city to boost Yuchais development. Liu raised three requirements: I Focusing on improving the capacity for independent innovation. All the staff of Yuchai should fix eyes on the new situation, base themselves on the new starting point, pressurize themselves, dare to overtake, offer advice on innovation, contribute to development and further improve the capacity for independent innovation to boost the creativity of Yuchai. II Vigorously carrying forward the corporate culture. With a solid cultural foundation, Yuchai should carry out cultural development more systematically in the future and arouse the creation passion and innovation vitality of all staff to the uttermost. III Sparing no efforts to make a good start of the twelfth five-year period. Yuchai should center on the twelfth five-year objective, make a good start under the direction of the business principle of securing the opening, grasping projects and cultivating advantages to lay a solid foundation for further development in the twelfth five-year period.

In the speech entitled Cultivating Advantages and Making a Good Start in Celebration of Yuchais 60th Anniversary, Yan comprehensively analyzed and summarized the groups development characteristics in the eleventh five-year period: growing against adverse trends; accomplishing leapfrog development; opening up an era of strategic management; improving the capacity for independent innovation; successfully promoting cultural changes; promoting the expansion of financing; conducting nationwide distribution; and carrying out the excellent campaigns. At the same time, Yan analyzed the groups problems and deficiencies on its road of development: lack of talent reserves and talent; slow progress in listing; and a growth rate lower than the average industry level.
Yan portrayed the groups magnificent blueprint and positioned the groups twelfth five-year strategic plan as two product chains and several industry clusters. Concretely, Yuchai will ensure the sustained, fast, healthy and coordinated development of the two product chains and several industry clusters, achieve annual sales of over RMB 40 billion in 2011, increase the figure by over RMB 10 billion after 2012, and achieve sales of RMB 100 billion by the end of 2005 to rank among groups with annual sales of over RMB 100 billion and accomplish the common growth of the total profit and sales.
Yan generalized the characteristics and significance of the groups twelfth five-year strategy with five keywords.
Leap. The objective of RMB 100 billion will be several times the objective of over RMB 30 billion by the end of the eleventh five-year period. After 2012, the annual sales will increase by over RMB 10 billion and 25% on average. The leap in the period should be reflected in qualitative leap in such aspects as technical R & D, product reserves, quality improvement, production purchase, marketing service, internationalized operation, talent, brand and culture, and should demonstrate the real essence of leap.
Fission. In terms of specific sub strategies, the sales of the engine sector, including the low-speed marine engines of Yuchai Zhuhai Marine Power Co., Ltd. and the medium speed engines of Yuchai Machinery Ziyang Engine Co., Ltd., should reach RMB 50 billion by 2015. At the same time, by then, construction machinery, electromechanical logistics and energy & chemical will become sectors with sales of over RMB 10 billion each; there will be five enterprises with sales of over RMB 10 billion each in five years compared with a single one (Yuchai Machinery Co., Ltd.) currently.
Grade. Over the six decades, Yuchai has grown out of nothing into the back of the Chinese national industry and shouldered the heavy duty of invigorating the national industry. Now, Yuchai has gained the strength and courage to conquer the objective of over RMB 100 billion, and should keep marching towards a grander goal in order to go further.
Challenge. The objective of 100 billion is grand but challenging. It is difficult, arduous, unprecedented and challenging for the group to grow from a 10-billion enterprise into a 100-billion one and for some subsidiaries to grow from companies with sales of over one or two billion to those with sales of several or ten billion.
Well being. By 2015, the group is expected to create nearly 20,000 new jobs, achieve total profits and taxes of over RMB 10 billion, become a place bringing together the scientific and technological talents of Guangxi and a mode in social harmony, achieve the effects of invigorating Yuchai, boosting Yulin and match over 40% of local vehicles. In living environment, Yuchai Square will built as a new city landscape of Yulin; the coal yard will be relocated, the viaduct will be open to traffic and foundry will be moved to the industry park to clean air; Yuchais new residential community will take shape with complete auxiliary facilities to benefit the physical and mental health of staff.
Yan released the groups business principle of securing the opening, grasping projects and cultivating advantages and business objective of achieving sales revenues of over RMB 40 billion and increasing the total profits and sales synchronously in 2011.
This year coincides with the groups 60th anniversary. Yan revealed the groups 10+1 program: listing of Yuchai Heavy Industry Company Limited (YHI); R & D of Euro IV diesel engines; full operations of east and west bases of YHI; full operation of Phase II of the foundry center; mass production of Yuchai United Power Co., Ltd.; operation of Qinzhou Petrochemical; output of low-speed marine engines; inauguration of Nanning base of Yuchai Engineering Research Institute; building of Yuchai Vocational Technical College; completion of the main works of the graduate apartment; and overall relocation of the coal yard.
To make a good start and achieve the projected twelfth five-year objective, Yan required that all the staff should seek the commanding height and gain the initiative, should be prepared for danger in times of safety and shoulder heavy duties, should avoid empty talks, honor commitments, deal with the new situation prudently and conduct elaborate operation, should shore up strategic support and accelerate financing, talent, brand and cultural building, and should further protect the staffs livelihood and create better working and living conditions for them.
President Gu Tangsheng gave a work report between 2010 and 2011 on behalf of the presidential body of the group; General Manager Wu Qiwei gave a work report between 2010 and 2011 on behalf of the general manager body of Yuchai Machinery Co., Ltd. (YM); Yuchai Chief Accountant Wang Hong and YM Chief Accountant Qin Xiaohong gave budget and final account reports on behalf of Yuchai and YM.
The staff delegations, in 22 groups, deliberated on the reports, and the corporate leaders and presidium members participated in group discussions. The delegates reached a consensus that Yans speech was well-targeted, and felt the heaviness of their duties; the work reports of the leading bodies of Yuchai and YM summarized the work highlights in comprehensively, lengthily and accurately, analyzed the major existing problems in 2010 objectively, and came up with the work ideas and major tasks in 2011 expressly, which pointed out the direction for all tasks this year, tallied with the actualities of Yuchai and the wish of the staff, was practical and feasible, and was accomplished through efforts! Upon deliberation, the conference adopted the work reports and budget and final account reports of the two leading bodies.
At the conference in the afternoon, Rao Yingxian, chairman of the Trade Union of Yuchai, made a written report on the results of Yuchais collective contract performance in 2011. Guo Deming, deputy Party secretary of YM, reported the fulfillment of the proposals adopted at the 2nd Session of the 16th Yuchai Workers Congress and the collection of those at the 3rd session. Zhang Jiasha, deputy Party secretary of Yuchai, reported the results of democratic appraisal on leading cadres. Li Tiansheng, Party secretary of YM, read the year-end commendation documents of the group and trade union in 2010.
The conference commended 10 advanced units, 10 model workers and six women pacesetters. Corporate leaders such as Li, Gu and Wu presented awards to the prizewinning units and individuals. Also, 1,059 advanced workers were commended.
The conference was the groups first grand gathering this year, a conference for the staff to participate in municipal and corporate management, a sum-up conference as well as a rally. It is pragmatic, inspiring, motivating and successful.
